Debian autobake- use absolute dependencies rather than a buildtime detection

    Description

      As noted in the MDBF-347 investigation, the autobake ultimately depends on a apt-cache to generate the correct dependencies.

      When we fix these to specified values, then we can detect if our builders are missing dependencies.
