Add charsets recoding function to C/ODBC

    Description

      Currently on Linux C/ODBC uses for that purpose the function from C/C. And there is not (other) good reasons for C/C to have it, while for C/ODBC it will be convenient to have more control over conversion process. The plan is to remove it from there(C/C) in new version.
      The easiest way probably will be simply to move it to C/ODBC.
