Remove mariadb_convert_string from C/C

    Description

      Apparently/hopefully C/ODBC is the only user of that function. And it's better to have it there.
      The idea of first to deprecate it, is worth of consideration. Still the function was exported.

            Added build option WITH_ICONV.

            Default is OFF, which means MariaDB Connector/C
            will be built without iconv support.

            If set to OFF The API function mariadb_convert_string will always
            return -1 and errorcode ENOTSUP.
