Upgrade Connector/C to 3.3.16 and 3.4.6

    Description

      A fix to Connector/C was implemented that properly logs Proxy Protocol errors in all situations. This has been pushed to 3.3.16 and3.4.6 in CONC-783.

      MaxScale needs to be updated to utilise these versions of the Connector/C to include the fix.
