Config sync does not mark resources as modified

Details

    Description

      Modifications that are done when configuration synchronization reads modifications from the cluster do not mark the resource as modified. This means that a request with one of the conditional headers (e.g. If-Match or If-Modified-Since) will not behave correctly and end up returning stale data.
