Processing of conditional headers is incorrect

The If-Match, If-Modified-Since, If-None-Match and If-Unmodified-Since headers are processed only after the resource has been generated. For all of them, the matching should be done before the code is executed instead of only after generating it. The If-Match and If-None-Match headers also do not work if used with PATCH as the response body is empty.
