Allow monitor ssh-parameters to be modified at runtime

Details

    Description

      The MariaDB monitor variables ssh_ (ssh_user, ssh_keyfile, etc) cannot be set at runtime. This causes problems when config sync is enabled and the maxscale.cnf is ignored.
