ability to setup .secrets file location

    Description

      Adding a parameter to [maxscale] section allowing to setrup the desired location for the .secrets file. it should also be a command line argument.

      as of today the default location is /var/lib/maxscale and seemingly cannot be changed. That would help building workaround startup scripts
