populate the SPATIAL_REF_SYS table with the widely used reference systems.
The table itself is automatically filled with the known data about many of the systems. But it'd be good to also add few tests that the system is handled properly. I doubt it can be reasonable done for all the systems, so we should pick only those in use. The WGC84 and few nation-wide systems should be enough.
