Implement the GIS function MBRCoveredBy

Details

    Description

      The GIS function MBRCoveredBy takes as input two geometries (g1 and g2). If the Minimum Bounding Rectangle (MBR) of g1 is covered by the MBR of g2 returns 1. Otherwise, it returns 0.
