Add an option to print optimizer trace in crash handler

Sometimes, the server crashes in query optimizer.
In that case, reproducing is easier when optimizer trace for the crashing query is available

This MDEV is about adding a server option: Make the crash handler try to print the contents of the Optimizer Trace.
