Add ColumnStore version 23.x to MariaDB Community Server

    Description

      MDEV-25080 depends on the new version 23.02 of MariaDB ColumnStore. This task is about getting the new version added to MariaDB Community Server 11.1 (or a later one if we have blockers)

      ColumnStore is build using c++20, implications need to be analyzed
