Retire MSAN clang-15 builder, upgrade to clang-20

    Description

      No need for two MSAN clang based builders.
      We already have clang-16 as a Protected builder.

      Will remove the clang-15 based one and prepare a clang-20 image.
      The Clang-20 image should be tested enough to be rendered STABLE and then promoted to protected.
