Enhance columnstore_review for columnstore startup debugging

add to columnstore review detailed information to debug and validate that the last columnstore startup hit all the stage gates. this should help customers and support identify when an extent map is corrupted, or a table rollback loop is in endless, or startup is killed/aborted like loadbrm not completing for random reasons like permissions etc. add similar for columnstore shutdown. a quick POC was attached to ticket with some possible starter logic
