Rewrite optimizer engine + CES parallel read rewrite rule

    Description

      This will introduce an initial engine for rule-based optimizer that together with Engine Independent statistics from server will be an initial attempt to rule-based CES-specific rewrite for MCOL-5999 and collect together all existing rule-based rewrites: reducing projection set and predicate pushdown.
      Moreover this effort will evaluate if we need IR that is better than existing CSEP+ParseTree representation for rule-based rewrite optimizer.
