Cmapi | check files paths on startup

On startup columnstore should do basic checks along the path and report where a permission is failing/not working as expected. Cmapi throwing `Config distribution isn't successful.` for everything is not helpful and frustrating. The logs not logging that an entire dir is unreachable or doesnt exist is frustrating
