StorageManager gets HTTP 403 puting a test object into Cohesity S3 storage

There is an issue setting up StorageManager to work Cohesity S3 storage that must be investigated.

SM starting tries to issue an outstanding HTTP PUT request to put a test object into a bucket to double check its setup. Cohesity returns 403 with an XML message.
