Remove SystemModuleConfig section from Columnstore.xml

We believe the SystemModuleConfig section is no longer needed with the addition of CMAPI and the removal of OAM. Thus it should be removed from the configuration.

There is a bit of code that reads these values. This needs to be understood and, if possible, removed.

So the plan is to remove the section from the xml and all code that reads it.

This may affect CMAPI, so some coordination is needed there.
