mcs-storagemanager should not attempt to startup when not needed

    Description

      mcs-storagemanager.service listed as failure whenever storagemanager process should not be started. This does not actually affect the user's system, but the systemd log showing a failure is causing concern.

          mcs-storagemanager no longer starts for non-S3 installation.

          The issue exists in build #280, but not in #288.
