Self-signed certificate generator for REST API server.

The API server code now relies on a self-signed certificate that is cloned with the git repo. There must be no certificate installed by the Agent package but the API server must generate it on its first start. There are a number of examples how to generate self-signed cert with a decent key lenght. The key must be password-less.
