Integrate with CS OAM stuff

Get procmon/procmgr to start/stop/restart StorageManager like it does the other processes.

StorageManager needs to run on all nodes right now because handles BRM data in addition to database data. As such, it should be started as the first process on all nodes.

Because it handles the BRM data, there will need to be an add'l tool to let us cat 'logical' files (to get the contents of the BRM_saves_journal file).

While we're adding add'l tools, 'put' and 'list' tools would be simple and useful as well.
