mcsapi documentation build issue in CentOS 7

    Description

      The documentation can't be built on CentOS 7. On Ubuntu and Debian it's fine.

          • fixed the pymcsapi and javamcsapi documentation for out of source builds
          • changed the build instructions in Readme.md to install LaTeX on CentOS from ctan.org instead of CentOS's packet manager

          For QA:
          On CentOS build the bulk write sdk (out of source) with the optional BUILD_DOCS=ON parameter and verify that the HTML and PDF documentation for mcsapi, javamcsapi and pymcsapi is built.

          NOTE the changed LaTeX dependencies in README.md for CentOS. It is now required to be installed from ctan as CentOS's LaTeX packages are not sufficient for the documentation.
