DROP java 8 and 11 version support
Description
Connector/J 3.x still builds for Java 8. Free vendor support for Java 8 is ending, and our main frameworks already require Java 17: Spring Boot 3, Hibernate 7 and Jakarta EE 11. Keeping Java 8 blocks newer build and test tools (JUnit 6, Maven 4, current plugins). It also forces us to keep compatibility code and our own crypto code. Connector/J 4.0 will turn TLS on by default, which is a breaking change. Raising the minimum Java version in the same major release keeps all the breaking changes in one upgrade.
- Make Java 17 the minimum runtime for Connector/J 4.0 (build with --release 17).
Use the JDK's own crypto and TLS: built-in Ed25519 for client_ed25519 and PARSEC authentication, and native TLS 1.3 for the TLS-by-default work. - Simplify the code by removing Java 8 workarounds, reflection hacks and compatibility code paths.
- Update the build and test tooling, and reduce the CI matrix to Java 17 and 21 (plus the latest JDK).
