Improve positional operations(SQLSetPos)

Those functions re-implements many things w/our real need should use directly ARD descriptors as APD sescriptors. That will alllow to skip many unnecessary binds and gets. Also, it will allow to use bulk functionality right away. Maybe it can be avoided to use intermediate Stmt object, but maybe it's actually a bad idea.
