Windows ODBC Administrator's "Test DSN" button fails when SSLCA is defined

When SSLCA is defined for a DSN and when I try to use the "Test DSN" button in Windows' ODBC Data Source Administrator interface, it fails with an error like the following:

[ma-3.0.8]SSL connection error: The system cannot find the path specified.

However, the file provided as SSLCA is available, and its privileges are fine. And when I actually use the DSN with an application like Microsoft Excel, it connects without any errors. This makes me think that the bug is actually related to the "Test DSN" button, rather than an a bug with SSL or an issue with the file.
