The monitor journal file is not discarded aggressively enough.

Currently, if you have different configuration files referring to different servers, that yet are named in the same manner, you may end up using a monitor journal created during one configuration, when starting MaxScale with another configuration.
The policy for discarding the journal at startup needs to be made more aggressive, so that it can't happen.
