When using config_sync_cluster to store maxscale parameters on DB, some parameters refuse to change via the Admin GUI

Tested on 24.02.1

To replicate this problem:

• must be using config_sync_cluster to store values
• must make changes via admin GUI

For configuring a service, most values can be changed, but the following that cannot be changed, and I did not test every one:

delayed_retry

master_failure_mode

master_reconnection

retry_failed_reads
