Fix permissions when starting MaxScale

    Description

      I spent some time fixing an issue with permissions on /var/lib/maxscale and /var/run/maxscale. Perhaps it's easiest if the start script chowns these folders and everything in it to the maxscale user it is supposed to be starting as?
