mariadb-binlog Should Output All Events using BINLOG SQL Statements

This is the first part of actual development work for MDEV-37602.

A general design discussion has been written up on the mailing list, where there are still some points to iron out, the part about mariadb-binlog to always write BINLOG statements for replaying events is not disputed. Implementation on this end can begin now, and shouldn't be too large of an undertaking in itself. However, I imagine there will be a large amount of tests that fail and need analysis from this.
