Description

~~MDEV-24647~~ added aarch64 support to the devel6 branch of columnstore.

2 years later the debian/control marked the columnstore as amd64 only in the columnstore submodule.

The current low maintaince of devel-6 branch of columnstore doesn't lead it self to re-adding arm64.

To prevent a build but not package on 10.6 and 10.11 columnstore we keep the PLUGIN_COLUMNSTORE=NO in debian control.

Note this doesn't impact the 11.4+ that uses Columnstore 23.10 version.
