Enable building RocksDB on non-Linux aarch64 OSes

    • MyRocks storage engine can no be built on aarch64 non-linux platforms

    Description

      This was disabled in 228630f61ac10240c367176601bd05bdb20ea8e0 when the RockDB submodule was incompatible.

      Since MDEV-16523 the submodule is updated and this can be built gain.
