Adding histogram data retrieval method for Histogram_json_hb

    Description

      To retrieve data from Innodb in parallel MCS needs to know equal sized ranges statistics. The data can be read from engine-independent statistics, that has equal-sized histograms. We need a method to retrieve JSON histogram representation to leverage it in Smart Engines.
