Server shouldn't set CLIENT_CONNECT_ATTRS if performance_schema is disabled

Regardless if performance_schema is enabled or disabled, MariaDB server sets CLIENT_CONNECT_ATTRS flag in it's extended capabilities, so client always sends connection attributes.

When performance_schema is disabled, the server shouldn't set CLIENT_CONNECT_ATTRS capability flag. This would save storage space, prevent unnecessary extra traffic and help to reduce CO₂ emissions.
