Add pam_user_map.so file to binary tarball package

    Description

      Add pam_user_map.so file to binary tarball package.
      By resolving MDEV-17292,
      pam_user_map.so is getting installed when we install
      MariaDB server from repository but it's not available
      in binary tarball package.
