debuginfo packages missing from Cento{6|7}/RHEL{6|7}/sles12

Details

    Description

      The default cmake packages are too old to generate debug info packages and newer ones like Fedora29 have debug info packages in yum.mariadb.org correctly.

      Version cmake-3.7+ is required

      EPEL has a cmake3 package at version 3.14.3 that could be installed/used on the Centos/RHEL builders to generate debuginfo packages.
