ALTER TABLE proceeds despite reporting ER_TOO_LONG_KEY error

    Description

      How to repeat:
      1. Start server with --sql_mode='STRICT_TRANS_TABLES'
      2. Execute the following commands:

      MariaDB [test]> create table t1(a TEXT not null) ROW_FORMAT=DYNAMIC;
      Query OK, 0 rows affected (0.02 sec)
       
      MariaDB [test]> create index idx1 on t1(a(3073));
      ERROR 2013 (HY000): Lost connection to MySQL server during query
