Update Windows installer to reflect the fact we no longer support XP/2003

      Description

      Since we switched to the Visual Studio 2013, MariaDB does not run on XP/2003 any longer.
      ( https://mariadb.com/kb/de/error-193-no-allowed-win32-application/ )
      We should block installation on these OSes,

      provides an example on how to do it.
