Implement deb upgrade test from distro default

Goal: upgrade from distro default to current following the same steps as in the other upgrade scenarios

Specs:

• package list: mariadb-server
• apt update
• install the mariadb-server package from distro
• verify the installation, collect metadata and create some db structures
• configure the ci.mariadb.org repo and install current mariadb-server
• verify the installation, collect metadata and verify the previously created db structures
• check that an upgrade was performed
