buildbot: run rpm install tests from a repo, not files

    Description

      currently rhel-9 is used to build packages, install them and run tests.
      it installs packages like yum install *.rpm, mimicking what the old buildbot was doing.

      But users generally install packages from a repo. It would make more sense to test installation from a repo, not from a bunch of files.
