Confirm new CI ready for production enterprise builds

Today timofey said he needed time to fully validate package dependancies and more if the
CI is ready to fully take over enterprise columnstore building for releases.

Server will disable building and testing columnstore (scope undetermined if just 11.8+ or all series) and might even release enterprise maintenance releases without columnstore if the columnstore build isnt ready by release day. This will give columnstore engineering more time to resolve issues and free enterprise CI/builds from columnstore build/test issues. but also means timofey process needs to be able to build everything with minimal support from server ci/prework beyond base OS images.
