23.02 should be CI/Buildbot built against 10.6.15-10

    Description

      23.02 is built against 10.6-enterprise which is latest server version. But we release 23.02 against 10.6.15-10, which is apparently older version.

      Because of this, release process right now encounters a lot of errors from the difference in behavior of two server versions, many of them just messages, some are more substantial.

      We have to:

      1. set CI/Buildbot server version for 23.02 to 10.6.15,
      2. Fix what is easy to fix in failing tests and
      3. triage more substantial difference in behavior.
