        FoundationDB must be unconditionally started/stoped by CMAPI on cluster start before `mcs-loadbrm` b/c `mcs-loadbrm` conditionally starts `StorageManager` that in turn will leverage FoundationDB.

        Stop routine happens after StorageManager shutdown.
        ! This change makes CMAPI a mandatory prerequisite for MCS package itself. CMAPI is mandatory even for a single-node installation uses S3 as a storage.
