Dockerfile: support for MCSBUILD and CMAPIBUILD

    Description

      In the Dockerfile, instead of using the BUILD environment variable to specify ColumnStore build, please use MCSBUILD for ColumnStore build and CMAPIBUILD for CMAPI build. This would allow the flexibility to mix ColumnStore and CMAPI builds for testing.
