Research and implement packaging for the Agent

We need to package the Agent for the supported platforms: Centos 7, Debian 8,9, Ubuntu 16,18. The extended list should include Centos 8, Debian 10.
The Agent itself is a separate entity that is installed separately from MCS but has at least a platform package as one of its dependencies.
The Agent package must have the smallest number of dependencies and use a dedicated virtual environment to run the REST web-server.
