Move columnstore-post-install and postConfigure logic into package manager's scripts.

    Description

      As of now users must install ColumnStore packages, then run columnstore-post-install and postConfigure to setup the cluster. We remove both puting the logic we need into package managers' scripts and/or systemd units.
      More details on what columnstore-post-instal and postConfigure are in the design document.
