csv text "true" is mapped to 0 during import but should be parsed to 1

    Description

      Same error as described in MCOL-1786, but for mcsimport.

            CSV input texts "true" are now interpreted as value 1 for NUMERIC ColumnStore target columns.

            Test added to test suite.

            For QA:

            • review if there are tests missing
            • add missing tests to test suite
            • execute test suite on CentOS 7, one Debian/Ubuntu, and Windows
