Add restricted_auth connection option (allow-list of authentication plugins)

Add a restricted_auth connection option that limits which authentication plugins the client is willing to use, matching other MariaDB Connectors implementation.

The value is a comma-separated list of permitted plugin names, and if set, connector must fails with a clear error (plugin not permitted) when server requested plugin is used.
