Add master read only detection to MySQLMon

MRM have no easy way to block writes on the master during failover .

A correct workaround was investigate with the use of the admin port of the pool of thread
A more generic way to make this happen would be that maxscale reject writes when a master is detected with read_only=ON

This can be expose as a new monitoring option that will be expose in best mrm practice.
