Sync_transaction timers are too coarse

The timings used by the sync_transaction mechanism use a coarse, low resolution clock source which is fine for things that happen at the second level but since sync_transaction_timeout accepts milliseconds, the precision is not enough. The default monotonic clock should be an adequately accurate time source.
