Log warning if semi-sync timeout is lower than monitor's wait_timeout value

    Description

      Log a warning whenever it looks like the semi-sync timeout is too low for mariadbmon's wait_timeout to have enough time to release the master label lock. Probably should only be logged with majority_of_all.

      Also warn if failcount*monitor_interval is too low compared to the wait_timeout.
